Access to assistive technology shouldn’t be considered a hidden treasure, yet many state-level Assistive Technology (AT) Act programs fly under the radar, even in the disability community. These programs (mandated in each state & federally funded) are designed to provide support, resources, and technology solutions that help people live more independently. From providing demonstrations, access to equipment loans, or offering training and technical assistance, AT Act programs bridge the gap between individuals and the technology they need.
In a recent interview with two of North Carolina’s Assistive Technology Program (NCATP) team members, Julie Dutchess & Tammy Pereboom shed some light on how more people can find, engage with, and benefit from their state’s AT Act Program.
How would you define assistive technology (AT) in simple terms for someone unfamiliar with it?
“I always tell people it’s any device or service used to increase or improve the functional capabilities of individuals with disabilities or to increase their independence in everyday activities for home, work, or school. Assistive technology isn’t just about computers and software—it could be something as simple as a velcro strap, a modified fork, or a weighted pen. It’s anything that helps someone complete a task.” -Julie Dutchess
“We work with people to focus on the task at hand. What are you struggling with? Let’s break down the goal and find the right tools to make it easier.” – Tammy Pereboom
Do you need a formal diagnosis or referral to access your state’s AT Act Program resources?
“We don’t work on a medical model, so you don’t need an official diagnosis. You don’t need a doctor’s referral. You can come to us directly, which really opens things up.” – Tammy Pereboom
“We work with schools, ALS clinics, the military, businesses, families—anybody who wants to come in and has a need for assistive technology.” – Julie Dutchess
What is something you wish more people would understand about their state-level AT Act program?
“One of the biggest things is that we work with all ages and all abilities. You don’t have to have a permanent disability to benefit from AT. Even someone who just had surgery or a broken arm can use assistive technology.” -Julie Dutchess
Could you share a success story or example of how NCATP has positively impacted an individual’s life?
“One of our biggest cheerleaders was someone who broke her arm. She’s a lawyer and couldn’t quit working. We set her up with dictation software and a weighted pen so she could keep working with her non-dominant hand. It was amazing to see how something so simple helped her maintain her career.” – Julie Dutchess
How does NCATP work with local communities, schools, and workplaces to spread awareness about AT?
“We work closely with local organizations and schools, and we’ve partnered with groups like Easter Seals to help fund higher-ticket items. We’re always making sure people know that we’re here to help, whether it’s for home, work, or school.” – Tammy Pereboom
“We’ve also been doing more in person pop up events around the state to help people connect directly with AT resources, vendors, and tools in their local areas.” – Julie Dutchess
What advice would you give to someone who might feel intimidated or hesitant about seeking AT support?
“I always say, just give it a try. You don’t need to know everything about AT to start. We’re here to walk you through it and show you what’s available. You can come in, look at the equipment, try it out, and borrow it to see if it fits before making a purchase. We want you to feel comfortable and sure that it’s the right fit for you.” – Tammy Pereboom
